Universities across the UAE are set to cautiously reopen classrooms for select programmes that require hands-on training, including clinical practice, laboratory work, field applications, or in-person examinations, starting Monday, March 30, 2026.

Khaleej Times can confirm that based on a directive by the Ministry of Higher Education and Scientific Research (MoESHR) higher education institutions have been instructed to gradually resume face-to-face teaching, but only for courses where practical experience is essential.

A circular sent to universities specifies that the phased return will cover 14 priority academic programmes, including health sciences, medical residency and fellowship programmes, biological and biomedical sciences, engineering, information technology, architecture, and psychology, among others.

The decision, taken in coordination with the Education, Human Development and Community Council, aims to protect the quality of education while balancing safety concerns.

Universities must meet strict conditions before reopening classrooms, including having clear evacuation plans, approved emergency protocols, and well-communicated safety procedures for students and staff.

Outdoor teaching and training activities will not be allowed, reflecting a cautious approach as authorities continue to monitor the situation.

All other programmes that do not require physical attendance will continue through distance learning until at least April 3, unless further updates are issued.

Meanwhile, universities have been instructed to stay closely aligned with local authorities and remain ready to adapt to any changes.

The Ministry has made it clear that institutions remain fully responsible for maintaining academic standards and ensuring students meet learning outcomes — whether online or in person.
