New data-driven platform will help 32 government entities improve resource allocation, service quality and decision-making
Dubai: Dubai has adopted the Workforce Productivity Measurement System as a unified government platform under Executive Council Resolution No. (67) of 2025, marking a major step towards building a data-driven government that uses advanced analytics to enhance performance, resource allocation and decision-making.
The announcement was made by the Dubai Government Human Resources Department (DGHR), which said the system creates a unified framework for measuring workforce productivity across government entities and analysing the relationship between human and financial resources and service outcomes.
Five-year development journey
The adoption of the system follows a development process that began in 2020 with a pilot phase involving a limited number of government entities.
A Steering Committee for Workforce Productivity Measurement was established under Resolution No. (7) of 2023 to oversee the development of the methodology and support implementation readiness across government entities.
The system has since expanded to include 32 government entities, creating a unified government-wide approach to productivity measurement.
DGHR said the initiative has enabled the creation of an integrated knowledge base built on the analysis of millions of data points, helping government entities improve resource allocation, enhance decision-making and raise service quality.
AI-powered platform
The system includes a unified government methodology, analytical tools and advanced digital platforms powered by artificial intelligence and machine learning.
These tools enable government entities to:
- Monitor productivity indicators regularly
- Analyse the relationship between resources and outputs
- Improve planning and operational efficiency
- Enhance institutional performance
- Generate data-driven insights for decision-makers
Data-driven government
His Excellency Abdullah Ali bin Zayed Al Falasi, Director-General of the Dubai Government Human Resources Department, described the initiative as a strategic milestone in the evolution of government operations.
“The adoption of the workforce productivity measurement system in the Dubai Government represents a strategic milestone in the development of government work and reflects Dubai’s vision of building a data-driven government that employs advanced analytics to develop policies, enhance performance efficiency and enable government entities to make more accurate, proactive and impactful decisions,” he said.
Al Falasi added that the system goes beyond measuring productivity by establishing a unified government methodology that strengthens resource allocation, improves service quality and supports sustainable institutional performance.
Supporting future-ready government
The department said the initiative comes at a time when governments increasingly rely on data and advanced analytics to support planning and decision-making.
By linking resources, outputs and outcomes through a unified framework, the system aims to improve decision accuracy, raise operational efficiency and promote the optimal use of government resources.
DGHR said the project reflects the Dubai Government’s commitment to developing innovative, data-driven solutions that enhance policy development and public services while reinforcing Dubai’s position as a global model for efficient, proactive and sustainable government.
